Devante Jalamol Camp, 33 of Rome, was arrested this week after reports said he physically resisted arrest while being taken into custody at a location on North Broad Street.
Police said that Camp initially refused to show his identification card and then refused to place his hands behind his back.
Officers added that they were forced to use force to place handcuffs on him.
Camp is charged with three counts felony obstruction.
