David Christopher Powell, 31 of Rome, was arrested this week after reports said he was accused of stalking and harassing a woman.
Police said that Powell placed the victim under surveillance and contacted her via text messages numerous times, making lude comments about where and places she had been.
Powell is charged with stalking and harassing communications.
