Jon Daniel Shepherd, 40 of Rome, was arrested this week after report said he was found at a store on Turner McCall Blvd exposing his penis while masturbating.
Reports said that he was witnesses committing the act at 503 Turner McCall Blvd.
Sheperd is charged with public indecency.
