James Mandel Johnson, 45 of Rome, was arrested this week after reports said he jumped into another person’s car, without permission, at the Waffle House on Martha Berry Highway.
Police said that when they arrived on the scene, Johnson refused to place his hands behind his back when asked to do so.
Johnson is charged with obstruction and criminal trespass.
