Michael Lynn Fullbright, 39 of Rome, was arrested this week after reports said he brutally attacked a 47 year-old man at Chili’s on Turner McCall Blvd.
Police said that Fullbright used his fist to hit the victim before pulling the victim’s fingernail back to the point his hand was bleeding.
Officers said that Fullbright then fled the scene and refused to stop for officers.
Fullbright is charged with battery, disorderly conduct and attempting to elude police.
