Binder Bulmaro Valasquez Perez, 32 of Cedartown, was arrested in Rome after reports said he stalked a 16 year-old girl.
Police said that Perez was found following the child while concealing his face with a mask.
Perez is charged with stalking, wearing a mask to conceal identity and obstruction.
