Samuel Jamal Jenkins, 41 of Rome, was arrested this week after reports said he tried to sneak contraband to an inmate at the Floyd County Prison.
Reports said that Jenkins conspired with another person to deliver eight ounces of Cherokee Blue pipe tobacco to the Sara Hightower Library and drop it off so that an inmate could retrieve it.
An officer with the Floyd County Prison was able to recover the contraband before it was retrieved.
Jenkins is charged with items prohibited by an inmate and conspiracy to commit a felony.
