Rachel Faye Garrett, 35 of Rome, was arrested this week after reports said he was found walking in the middle of the roadway while drunk.
Police said that they found Garrett staggering drunk near Strand and East 16th Street just after 1 pm.
Garrett is charged with pedestrian under the influence of alcohol.
