Tomas Esteban-Bartolome, 17 of Rome, was arrested in the parking lot of Mount Berry Mall after reports said he was laying drag while a 16-year-old was found hanging out of his car.
Police said that after stopping Esteban-Bartolome they located 15 alcoholic beverages (Buzz Balls and Beat Box), and three THC vapes.
Esteban-Bartolome is charged with reckless driving, laying drag, reckless conduct, underage possession of alcohol, and possession of THC.
