Foncuyon Y Finley Jr, 27 of Rome, was arrested this week after reports said he choked out the mother of his child during a dispute at a home on South Broad Street.
Reports stated that the victim was left with fingernail marks on her neck and suffered a burst of blood vessels in her eyes.
Finley is charged with aggravated assault and failure to appear.
