Jeffery Scott Franks, 56 of Rome, was arrested this week after reports said he yelled at officers and then ran from them in an effort to avoid arrest.
Reports stated that Franks ignored commands to stop yelling and to go back inside a home on Sunrise Drive.
Police stated that Franks, during his arrest, refused to place his hands in front of him.
Franks is charged with obstruction and disorderly conduct.
