Daniel J Morgan, 39, and Krystal Lynn Hall, 39, both of Rome, were arrested this week after reports said they failed to provide sanitary and healthy living conditions for their three children.
Police said that they found their home on West Big Indian Trail to have an unsafe structure, broken windows and rotting furniture.
Officers also found the home filled with trash, roaches, piles of clothing, animal feces and urine, and appliances found with insect feces.
Both are charged with three counts 1st degree cruelty to children.
