Kevin Lamar Welchel, 45 of Cedartown, has been arrested after reports said he repeatedly sexually assaulted a woman at the Polk County Animal Control.
Police said that the victim said that Welchel grabbed her hips, pulled her into him, then proceed to dry hump her thru her clothing.
The next day, Welchel is accused of rubbing against her buttocks and then exposing his penis to her.
While on the way to the jail, police said that Welchel told them that he had been previously accused of molesting a 13 and 14 year-old girl when he was 17 years of age.
Welchel is charged with two counts sexual battery and public indecency.
