Curtis Lee Mulkey Jr, 34 of Rome, was arrested this week after reports said he failed a drug test at his probation check in and later was found stealing from Walmart.
Mulkey allegedly tested positive for THC and Amphetamine.
Mulkey is charged with theft by shoplifting, criminal trespass, failure to appear and probation violation.
