Shirley Leivon Elkins, 63 of Rome, was arrested this week after reports said she exploited an elderly disabled man out of over $3,861.
Reports said that Elkins used the victim’s bank card to pay for her rent at the Skytop Lofts between August and November of this year.
Elkins is charged with financial transaction card fraud and exploitation of the elderly and disabled
