Alicia Torres, 27 of Rome, was arrested this week after reports said she starved and failed to provide medical care to her dog, Kira-Shadetree.
Officers said that they found the dog with a body condition score of 2 out of 9. The animal suffered from severe emaciation with a voracious appetite and its ribs, lumbar, vertebrae, and pelvic bones were easily seen. The animal also suffered from abnormal flea infestation with superficial sounds on the nasal planum. The tips of all its teeth were also missing.
Torres is charged with aggravated cruelty to animals.
