Nicholas Paul Littlejohn, 38 of Rome, was arrested this week after reports said he neglected and failed to provide food to two dogs at his home on Wheeling Drive.
Reports said that both animals were found with a body condition of 2 out of 9 on the Purina body condition scale.
The animals were disfigured and suffered from disease and gingivitis while suffering muscle atrophy with their ribs, lumbar vertebrae and pelvic bones easily visible.
Littlejohn is charged with two counts aggravated cruelty to animals.
