Cornell Sean Kelley, 49 of Rome, was arrested this week after reports said he failed to complete his annual requirements for registering as a sex offender.
Reports stated that convicted sex offenders have 72 hours to register prior to their annual birthday.
Kelley is charged with failure to register as a sex offender.
