Joe J Allen, 44 of Rome, was arrested this week after reports said he allowed two small children to witness him attack a 34 year-old woman.
Reports said that the victim suffered visible bodily harm in the attack.
The incident occurred at a home on Wilson Avenue.
Allen is charged with simple battery, and 3rd degree cruelty to children
