Ceferino Abimael Peruch-Vicente, 29 of Rome, was arrested this week after reports said he called 911 and cursed at the dispatcher before hanging up on them.
Reports added that when police arrived at his home, Peruch-Vicente refused to answer the door and then proceeded to flee on foot.
Peruch-Vicente is charged with obstruction, unlawful conduct during 911 call, and failure to appear.
