Carolyn Rene Stoner, 39 of Rome, was arrested this week after reports said she tortured her dog.
Reports said that Stoner subjected her dog to severe and prolonged pain by refusing to provide care after the animal broke both of its hind legs.
Stoner is charged with aggravated cruelty to animals.
