James Clifton Bell Jr, 53 of Rome, was arrested this week after reports said he held down a 13 year-old child and beat them with a closed fist while threatening to kill them.
The incident occurred in front of an 11 year-old sibling.
The incident occurred at Bell’s Lee Street home.
Bell is charged with simple assault, cruelty to children in the 3rd degree, 1st degree cruelty to children, and terroristic threats and acts.
