A wanted criminal, Kelsie Breanna Brown, 26 of Rome, was arrested this week after reports said she fled the state to another after she discovered there were warrants for her arrest.
Brown is also accused of assisting in the theft of a Motorola Smart phone as well as not feeding dogs that were placed in her car.
The smartphone and case were valued at $150.
Brown is charged with theft by taking, cruelty to animals, fugitive from justice and probation violation.
