Rubin Dwayne Hammond, 60 of Rome, was arrested this week after reports said he repeatedly called 911 without having an emergency.
Officers said that when they arrived on scene they found Hammond in an intoxicated state.
Hammond is charged with five counts of unlawful conduct during a 911 call.
