Jaya Jabre Garrett, 21 of Rome, was arrested after police said they found her wearing a mask in an effort to conceal her identity while walking on a public roadway.
Police said that Garrett, who had a warrant for her arrest, was found walking on Howell near Callahan Street. When officers approached Garrant, she allegedly fled the scene on foot while ignoring commands to stop.
