Anthony Rashad Donaldson, 34 of Rome, was arrested this week after police said he was found with drugs while yelling and cursing at the City Library.
Police said that when confronted by police, Donaldson ran and in the process dropping a bag of marijuana.
Donaldson is charged with possession of marijuana, abandonment of dangerous drugs, littering, obstruction and probation violation.
