Wade Lamar Phillips, 68 of Rome, was arrested this week after reports said he was found with drugs while loitering around the Dollar General parking lot on Noth 5th Avenue.
Police stated that Phillips refused to provide information to them after being called to the scene.
While taking him into custody, Phillips was found with marijuana.
Phillips is charged with possession of marijuana, loitering and obstruction.
