Terrence Jerome Johnson Jr, 31 of Rome, was arrested this week after reports said he was found loitering behind the Fairbridge Inn on Martha Berry Highway with drugs.
Police said that Johnson attempted to abandon the drugs while refusing to comply with officers.
He is accused of not placing his hands behind his back and not wanting to get into the patrol car.
Johnson is charged with prowling, loitering, obstruction, abandonment of dangerous drugs and possession of marijuana.
