Charles Wendell Hicks Jr, 52 of Lindale, was arrested after he was found loitering around a home on Old Cedartown Road in the dark without permission of the resident.
After arriving at the jail, Hick was also allegedly found in possession of a drug pipe containing suspected meth.
Hicks is charged with loitering and possession of drugs by an inmate.
