Michael Reece Ochoa, 38 of Rome, was arrested this week after reports said he was found walking down the middle of South Broad Street yelling at cars while intoxicated.
Police said that Ochoa was using loud and profane language while committing the acts.
Ochoa is charged with public drunk.
