Nicholas Arthur Best, 20 of Rome, was arrested this week after reports said he was found driving drunk while underage.
Reports said that Best was pulled over for speeding on Martha Berry near 5th avenue when they discovered that was intoxicated.
Best is charged with DUI, too fast for conditions, underage possession of alcohol and operation of an unregistered vehicle.
