For the third time in less than two years, Lorenzo Junior Tolbert, 44 of Rome, has been arrested for masturbating in public.
The latest incident came on Thursday when Tolbert was found at the Hi-Tech Fuel Mart on Dean Avenue with his pants down while he was pleasing himself for the public to see.
Tolbert is charged with felony public indecency *3rd or subsequent conviction.
