Tariq Rakim Zekiah Cooper, 25 of Rome, was arrested this week after a report said he was found in possession of marijuana while wearing a mask in public.
He was taken into custody near the intersection Copeland and Harvey Street.
Cooper is charged with possession of marijuana, wearing a hood to conceal his identity, failure to appear and probation violation.
