Mack Grambling Moats Jr, 54 of Rome, was arrested this week after reports said he broke a woman’s arm during a verbal argument on Wayside Road.
Reports said that Moats grabbed the victim’s arm and twisted it until it broke.
Officers added that when they arrived on scene Moats refused to answer the door after being instructed to.
Moats is charged with aggravated battery and obstruction of police.
