Tilquin Jerome Ware, 32 of Rome, was arrested this week after reports said he failed to get medical attention for an animal that was suffering from a “serious disfigurement”.
Police said that Ware’s actions caused the animal to be subject to prolonged pain and suffering.
Ware is charged with aggravated animal cruelty.
