Maximus James Lee Beecham, 19 of Columbiana, AL, was arrested this week after reportedly he moved from Rome to Alabama while leaving his dog behind.
Reports added that Beecham was called and notified to come get the dog however refused.
Beecham is charged with the abandonment of dogs.
