Sean Matthew Creese, 20 of Rome, was arrested this week after police said he was found tying a dog to a tree in an effort to abandon it.
Officers added that while questioning Creese they discovered that he was driving on a suspended license.
He was taken into custody on North Avenue.
Creese is charged with abandonment of dogs, driving on a suspended license and operation of an unregistered vehicle.
