Stanley Lamar Sullivan Jr, 43 of Rome, was arrested this week after reports said he harassed a man that has placed a protective order against him.
Police added that while taking him into custody at a location on east 10th Street, Sullivan damaged the rear light bar in their patrol car.
Sullivan is charged with aggravated stalking and felony interference with government property.
