Manuel Lewis Finley, 59 of Rome, was arrested this week after reports said he was captured breaking into a car at a healthcare building on Riverbend Drive.
Reports said that Finley was seen going through the glovebox of the vehicle.
Finley is charged with entering an automobile with intent to commit a felony.
