Tranis Kenkade Broughton, 41 of Rome, was arrested this week after reports said he abandoned four dogs, two of which were suffering life-threatening diseased, on Mango Road.
Reports added that two of the animals suffered from serious heartworm disease.
Broughton is charged with four counts of abandonment of animals, two counts of aggravated cruelty to animals, and probation violation.
