Marlon Bertrand Whitehead, 49 of Rome, was arrested this week after reports said he was found stumbling around North Broad Street while under the influence of cocaine.
Police added that they found Whitehead screaming while being a hazard to the public.
Whitehead is then accused of pulling away from officers while attempting to escape arrest.
He is charged with pedestrian under the influence of alcohol and four counts of obstruction.
