Heather Pinkard Weaver, 39 of Rome, was arrested this week after reports said she starved two dogs nearly to death at her home on Bay Dar Road.
Reports said one of the dogs was listed at a 1 out of 9 and the other a 2 out of 9 on the BCS scale.
Both dogs displayed their ribs, lumbar, vertebrae, pelvic bones from a distance.
Weaver is charged with two counts aggravated cruelty to animals.
