Ray Kenneth Rampley, 60 of Rome, was arrested this week after reports said he attacked a child near the Dollar General store on Calhoun Road.
Police said that Rampley grabbed the child by the neck while inside a vehicle. The victim was left with visible injuries.
Rampley is charged with battery and cruelty to children in the 1st degree.
