Willie Franklin Kent, 66 of Rome, was arrested this week after police said he was found intoxicated and causing a scene outside a home on Martha Berry Blvd.
Police said that they were called to the scene when Kent began to yell while being under the influence of alcohol.
Kent is charged with city drunkenness and city disorderly conduct.
