Paul Anthony Garcia, 62 of Rome, was arrested this week after reports said he grabbed a woman by the face and slapped her on the mouth.
The victim suffered visible injuries and bleeding from the attack, which occurred in front of two small children.
The incident occurred at home on Callier Springs Road.
Garcia is charged with two counts of battery, and cruelty to children.
