Haley Lashay Rhinehart, 32 of Rome, was arrested this week after her actions allegedly resulted in a dog biting off the finger of a 5 year-old girl.
Police said that Rhinehart left the dog, which was known to be aggressive, unsupervised on an illegal tether. The dog proceeded to break free and attack the child at a location n Park Road.
Rhinehart is charged with cruelty to children in 2nd degree and reckless conduct.
