Carlos Juarez-Garcia, 48 of Rome, was arrested this week after police said they found him passed out laying in pine straw at 701 East 2nd Avenue.
Police said that Juarez-Garica would not wake up for officers despite repeated attempts. Officers then dispatched 911 for assistance. After receiving medical attention, Juarez-Garcia could not stand up on his own and had slurred speech.
Juarez-Garcia is charged with public drunk.
