Michelle Leigh Proctor, 35 of Silver Creek, was arrested this week after reports said she “maliciously tortured and caused the death of a mixed breed dog”.
Police said that Proctor left the animal chained to the back of a home on High Point Court unable to reach shade, water, or food for a prolonged period of time.
Proctor is charged with aggravated animal cruelty.
