Sam Newit Richardson Jr, 31 of Rome, was arrested this week after reports said he placed his hands around a woman’s throat before forcing her against a bridge guardrail. Richardson then bent her over the rail before repeatedly punching her in the face.
The incident, which occurred June 29th, happened in front of a small child.
Richardson is charged with battery and cruelty to children in the third degree.
