Cody Shawn Winters, 31 of Rome, was arrested this week after reports said he beat another person in the face with a metal pipe.
Police said that Winters repeatedly struck the 33 year-old male victim at 3789 Martha Berry Blvd.
Winters is charged with aggravated assault.
